Ineffective justice
There have been many complaints in the press about the Supreme Court of
Justice due to its inefficiency and alleged corruption. Even after
friendly countries have made great efforts to fix the system, these
efforts have not had the desired effect because there has not been the
necessary continuity to them. An honest work ethic that can guarantee the
good name of the Court and the country has not been created. Simply put,
many people in high and low places at the Court are not the best suited
for such honorable and dignified posts. Full

The strange Honduran conception of rights
The mayor of Tegucigalpa is the latest person holding that office to be
pressured by business owners to enforce the law and clean the sidewalk
vendors off the Peatonal. Ever since Hurricane Mitch, the number of people
selling products on the pedestrian mall has grown until a simple stroll from
the Parque Central to the post office, normally a distance that can be
easily covered in five minutes, often began to require 15. Now the vendors
are protesting, claiming their rights are being violated. It reminds me once
again that many Hondurans have a strange conception of rights, not to
mention of law enforcement. Full

Guatemala: from
bad to worse
U.N. commission warns of a "sharp,
quantitative deterioration" in human rights
GUATEMALA CITY -- In the "Land of Eternal Spring," every
feeble step forward is generally followed by two breakneck paces backward.
This is especially true of human rights. It came as no surprise when,
released to coincide with the transfer of power from Alvaro Arzu to
Alfonso Portillo on Jan. 14, the report by Minugua, the U.N.'s monitor in
Guatemala, returned yet another damning indictment of the nation's

pledge cooperation on shared ecosystem
WASHINGTON, D.C. -- Urging communities in the transboundary Georgia
Basin/Puget Sound area to "preserve and enhance the environmental
quality and sustainability of their region," U.S. and Canadian
officials issued a Joint Statement of Cooperation that outlines their
"shared responsibility" for "protecting this special

Divided, National Congress begins third term
TEGUCIGALPA -- Following age-old practices, the National Congress began
its third term in the Flores administration with the imposition of the new legislative directorate. The only explanation
that Congressional President Rafael Pineda Ponce could give reporters for it

Indian-run NGO appears in the Mosquitia
In
the Department of Gracias a Dios, also known as the Mosquitia, 91 percent of
the inhabitants speak a native language such as Miskito, Tawahka, Pech or
Garifuna. Edgardo Benitez, the Tawahka Executive Director of CIDCA, believes
it is time that indigenous peoples are co-executors of development projects

Most guancascos celebrated in
western, central Honduras

The Moors and Christians dance is
performed during
the traditional guancasco held in Ojojona.
Honduras' ceremony of peace between two villages, the guancasco,
is an elaborate presentation including Honduran folk dances.
These organized ceremonies are mainly held in Lenca villages or
in towns that used to be Lencan. They are always performed as
part of the fair for the patron saint of the town. Some
villages, like Chinacla, La Paz, participate in guancascos
